As crazy as that sounds, it was probably true. What’s even crazier is that by 2010 the continent led the world in mobile web adoption. And it’s currently the king of mobile money

If cell phones never came along, this may not have happened. But innovation changes the game. Deficits can get erased — or even help. 

After all, people without landlines need mobile way more than people with landlines.
